The Challenge

Sending employees to Sweden is more complex than it looks.

Most international companies underestimate three things — until they’re stuck.

Send employees to Sweden without a local entity

Hiring from outside the EU/EEA

To send employees to Sweden, you need a clear, compliant employer setup. Without a Swedish entity, your options are limited — and choosing the wrong one delays everything.

Strict Swedish work permit rules

Migration Agency rules are strict

Salary thresholds, collective agreement compliance, union dialogue, the new June 2026 rules — every detail matters when you send employees to Sweden. Over 30% of applications are not granted.

Work with Sweden in English across time zones

Language and time-zone barriers

Most Swedish service providers operate in Swedish only and on Stockholm business hours. Your HR team in Tokyo or Dublin shouldn’t have to deal with that.

Your Three Pathways

Three ways to send employees to Sweden.

Depending on whether you have a presence in Sweden, we run one of three setups for you. We handle every party involved.

Pathway 1

Hiring through your Swedish customer or partner

The Swedish workplace acts as employer.

Best when: The Swedish company where your staff will work agrees to act as the formal employer.
  • Swedish company handles salary, contract, and compliance
  • You retain the operational relationship
  • Most straightforward of the three pathways
  • Common for technical assignments and partnerships
From €1,290 per applicant
Standard work permit service fee. + Migrationsverket fee at cost.
Pathway 2

No Swedish presence? Employer of Record (EOR)

A Swedish EOR partner becomes the legal employer.

Best when: You have no Swedish entity and don’t want to set one up.
  • Our Swedish EOR partner becomes legal employer
  • EOR pays salaries with full Swedish compliance
  • You retain the working relationship and direction
  • Cross-border invoicing handled cleanly
  • We work as the work-permit specialist within the engagement
Quoted per case
EOR partner pricing + our service fee. Free evaluation first.
Pathway 3

Swedish subsidiary — Intra-Corporate Transfer

Move staff between offices in your group.

Best when: You have a Swedish subsidiary or branch and want to transfer existing employees.
  • Salary often paid in parent-company currency
  • More complex compliance documentation — we handle it
  • Family co-applicants seamlessly added
  • ICT-specific permit category, separate rules
From €1,690 per applicant
Includes ICT-specific compliance work. + Migrationsverket fee at cost.

Common Questions

Common questions about sending employees to Sweden.

We don’t have a Swedish entity. Can we still bring staff to Sweden?
Yes — most commonly through Pathway 2 (Employer of Record) or Pathway 1 (your Swedish customer or partner becomes the employer). Both let you send employees to Sweden with a valid work permit and full compliance. Which fits depends on your project setup. We assess this in the free evaluation.
What’s the difference between Pathway 1, 2, and 3?
Pathway 1 — the Swedish company where your staff will work acts as the formal employer. Pathway 2 — a Swedish EOR partner becomes the legal employer because you have no Swedish presence. Pathway 3 — you transfer staff to your existing Swedish subsidiary via Intra-Corporate Transfer (ICT). Each has different documentation, compliance, and salary considerations. We map your situation to the right one.
How does Swedish union dialogue work — and do we have to participate?
Swedish work permit applications often require dialogue with the relevant trade union to confirm the proposed terms (salary, conditions) align with the applicable collective agreement. We handle this on your behalf in Swedish; you typically don’t need to participate directly.
What salary do we need to pay?
From 1 June 2026, applicants must earn at least 90% of Sweden’s median salary (currently SEK 33,390/month), and the offered terms must align with the relevant collective agreement. Some industries and roles have higher specific thresholds. Some exceptions apply (details expected from the Swedish government in or around June 2026). We assess this for each case.
Can we keep the employee on our home-country payroll?
Sometimes. In ICT (Pathway 3), yes — salary often remains in parent-company currency. In EOR (Pathway 2), the EOR partner pays Swedish payroll. In Pathway 1, the Swedish receiving company pays. We explain the implications during evaluation.
How long does the entire process take?
From engagement to permit decision: typically 2–5 months depending on pathway, document readiness, and current Migration Agency workloads. ICT cases tend to be faster than first-time Pathway 2/EOR cases.
Do you handle taxation and ongoing compliance, or just immigration?
Our specialty is work permit applications and the legal employment setup needed for them. Ongoing payroll, tax, and HR compliance is handled by the relevant employer (the Swedish company, your subsidiary, or our EOR partner). We coordinate handoffs cleanly.
Do you work in our time zone?
We schedule discovery calls and check-ins to your business hours when feasible. Email and document work happens asynchronously regardless of time zone. Most Asian, European, and Middle East clients have no friction here.
